New Bill In Congress Would Ban Private Citizens From Owning Body Armor

Banned - Public DomainA new law that has been introduced in the U.S. House of Representatives “would prohibit the sale, transfer or possession of military-level body armor by civilians”.  In other words, private citizens all over the entire nation would be permanently banned from owning body armor if this bill gets passed and signed into law. The bill that I am talking about is H.R. 5344 (The Responsible Body Armor Possession Act), and you can view the proposed legislation for yourself right here.  The driving force behind this new law is Democrat Mike Honda from California.  To Honda, it doesn’t matter that large numbers of very responsible Americans have purchased body armor to protect themselves and their families in a society that is rapidly decaying.  Instead, it makes perfect sense to Honda to ban body armor because “access to military-grade body armor emboldens criminals and mass shooters to act.”  And Honda wants to make possession of body armor a criminal offense with a penalty of up to 10 years in prison.  This is absolutely crazy, and it is yet another example of the “police state mentality” that is so prevalent among our politicians these days.

When I first learned about this new law, I could hardly believe it.  But it is actually true.  The following is an excerpt from a news story about the introduction of this new bill

Rep. Mike Honda, D-San Jose, has announced legislation that would block civilians from accessing military-grade body armor to prevent criminals from using them in gun battles with law enforcement.

Honda, speaking at a news conference in San Jose Wednesday morning with police chiefs and the district attorneys and sheriffs from Santa Clara and Alameda counties, said his proposal would discourage criminals from wearing enhanced body armor to commit mass shootings.

“This bill will keep military body armor out of the wrong hands,” Honda said. “It would ensure that only law enforcement, firefighters and other first responders would be able to access enhanced body armor.”

Fortunately, it is incredibly tough to get just about anything accomplished in Congress these days, so the odds of this bill ever becoming law are probably pretty low.

But without a doubt those that are attempting to systematically disarm the American people will just keep on trying.

And we need to be vigilant, because history has shown what happens when entire populations are disarmed.  All we have to do is look back at the millions that were killed under Nazi Germany or the tens of millions that were killed under the communist Chinese.

Of course one of the greatest examples of this phenomenon was what happened under Joseph Stalin as Simon Black recently explained…

By the late 1920s, Joseph Stalin became the unchallenged leader of the Soviet Union after having eliminated his opposition.

He topped it off in 1929 by serving a decisive blow to anyone that would dare to oppose him by outlawing private gun ownership in the country.

From that year on until 1953 when Stalin died, it’s estimated that more than 20 million Soviet citizens that were seen as a threat to the country’s leadership.

Many Americans are tempted to believe that it is impossible for that kind of tyranny to happen in our day and age, but the truth of the matter is that America is becoming more like Nazi Germany with each passing day.

For example, the “Department of Homeland Security” recently raided dozens of families all over the nation because they “imported unsafe vehicles“…

Jennifer Brinkley of North Carolina says when saw a line of law enforcement vehicles coming up her driveway earlier this month she didn’t know what to think. “I haven’t done anything wrong.”

According to WBTV, the Homeland Security agents were not there to take her away, they were looking for illegally imported Land Rover Defenders.

It was a task government officials were performing in several states in early July. Forums on contain posts from Defender owners claiming their vehicles were seized by the government.


All vehicles coming into the United States must meet U.S. safety and emissions standards. Many British manufactured Land Rover Defenders do not.

Why in the world are armed Homeland Security agents roaming the countryside hunting down vehicles that don’t conform to federal regulations?

That is absolutely absurd.

But this is the kind of society that we now live in.

In a recent article, John W. Whitehead shared some more examples of how our control freak bureaucrats are ruining our society…

Debra Harrell, a 46-year-old South Carolina working mother, was arrested, charged with abandonment and had her child placed in state custody after allowing the 9-year-old to spend unsupervised time at a neighborhood playground while the mom worked a shift at McDonald’s. Mind you, the child asked to play outside, was given a cell phone in case she needed to reach someone, and the park—a stone’s throw from the mom’s place of work—was overrun with kids enjoying its swings, splash pad, and shade.

A Connecticut mother was charged with leaving her 11-year-old daughter in the car unsupervised while she ran inside a store—despite the fact that the child asked to stay in the car and was not overheated or in distress. A few states away, a New Jersey man was arrested and charged with endangering the welfare of his children after leaving them in a car parked in a police station parking lot, windows rolled down, while he ran inside to pay a ticket.

A Virginia teenager was charged with violating the state’s sexting law after exchanging sexually provocative videos with his girlfriend. Instead of insisting that the matter be dealt with as a matter of parental concern, police charged the boy with manufacturing and distributing child pornography and issued a search warrant to “medically induce an erection” in the 17-year-old boy in order to photograph his erect penis and compare it to the images sent in the sexting exchange.  The police had already taken an initial photograph of the boy’s penis against his will, upon his arrest.

In Georgia, a toddler had his face severely burned when a flash bang grenade, launched by a SWAT team during the course of a no-knock warrant, landed in his portable crib, detonating on his pillow. Also in Georgia, a police officer shot and killed a 17-year-old boy who answered the door, reportedly with a Nintendo Wii controller in his hands. The cop claimed the teenager pointed a gun at her, thereby justifying the use of deadly force. Then there was the incident wherein a police officer, responding to a complaint that some children were “chopping off tree limbs” creating “tripping hazards,” pulled a gun on a group of 11-year-old boys who were playing in a wooded area, attempting to build a tree fort.

The United States was supposed to be a beacon of liberty and freedom for the entire globe.

Instead, we are going to end up looking just like North Korea eventually if we are not careful.

Our freedoms and liberties are being eroded a little bit more with each passing day.  And if the American people don’t start standing up and objecting to all of this craziness, the control freaks are going to feel empowered to keep on pushing the envelope even further.

    They must have found out the new stuff can stop a 308 sniper round. Lets see 1.2 billion rounds of ammo. Giving advanced military equipment to local police. Arresting and threatening to shoot reporters. Now they want to ban body armor for citizens. If all of this gives you no concern, then you are beyond my ability to get through to you.

            If enough people settles in Wall Street (not the federal reserve or the White House) and do that, that will change the policies of the governement, unlike what the right wing gun nuts says.

            What’s the difference between the Democrat and Communist besides their name? Nothing is the answer. You’re already voting Democrat which is synonymous to Communist. The communist party of the USA merged with the Democrat party in the 1950’s or ’60’s. Someone out their might be able to give the actual year but it’s true. The union IFL/CIO is a communist organization (union).

          Your thoughts are sincerely appreciated. I think in light of many of today’s continued troubling revelations on many fronts – we have a VERY serious problem Houston. Negative events are multiplying geometrically while a national response from a comatose imposter leader is next to nonexistent.

          The time has come to demand that those that serve our country well do what must be done “protect our Country, our Constitution, and it’s REAL Citizens. It is time to replace politicians with real representatives and send the illegals home. It is time to use American resources to protect honest Americans.

What about the going in treaty with the UN for the climate bs without congress? These are just example of what the evil Dems are doing destroying the constitution and all those who oppose them (e.g. IRS scandal), for them to be the only party standing. When they’ve accomplish that we are like Mexico if not merged to Mexico.

            What I’m saying is don’t through away your vote by voting independent. Vote for the opposing party even though some are RINO (evil) at least some of them will still fight for you and still have a dual party system unlike Mexico with single party. We have primary election to weed out the RINO’s or whoever you think is an incompetent idiot like BHO. If all you people who throw away your vote last election and voted for a Republican even though he’s a RINO we wouldn’t have Obama now ignoring the constitution and establishing dictatorship in the country we love because we all know we will not do anything about it. We will just whine and complain but we don’t have the guts to rise and pay with our blood to get rid of a tyrant.

            Remember Thomas Jefferson said “The tree of liberty must be feed with the blood or patriots and tyrants form time to time for it to flourish.”. I don’t know if I stated it verbatim but my interpretation of what he said is for us to overthrow our elected government by violence if we have to if we are no longer satisfied with them.

        All of us need to face the fact that the US is just too far gone to recover. We already have an electronic militaristic police state and our borders are being overrun on a daily basis by thousands of unskilled peasants from Mexico and points south.

        Neither of these situations will change under either Republicans or Democrats. In fact, I think it is entirely predictable that the situation in the US will keep getting worse if either a Republican or a Democrat is elected President in 2016.

        Long range, under the Democrats, we can have a socialist paradise where half the population is on some form of the dole, while under the Republicans we can live in a religious police state that is almost as oppressive as some of the Middle Eastern theocracies.

        And that’s only if Ebola doesn’t finish us off first.

        The best plan I can think of is to live in small town at least 100 miles from any major population center. I don’t know if having a military base nearby is a good idea or not. Have at least 5 acres, a modest house, a good fresh water well, a good septic tank, an underground gasoline tank, a good generator, crop seeds, a couple years’ supply of propane, a couple of years’ worth of non-perishable food, and plenty of guns and ammo.

        Living in the big cities is a recipe for suicide in my humble opinion.

      Body armor is very easy to make these days. Boron carbide (B12C3) is the most common ceramic. Kevlar is getting cheaper. And you’re right, K. Armor companies did invent 1/2″ thick panels that can stop .308 rounds. Same panels can stop RPG and other high-powered ordinance.

    Look at what happened with guns: They sell so many now they can’t keep up with production… Based on just a whisper of gun control.

    Our vehicles are actually pretty inefficient on gas compared to the rest of the world and the oil barons want to keep it that way.
    How? Why?
    First, the catalytic convertor… This is a 70’s piece of technology that was created as a bandaid until something else comes along. The Cat was made for carberated engines and was helpful for early 80’s fuel injection….

    But now?

    Fuel injection is vastly superior today and can actually put out emissions that are cleaner than what a Cat can do on their own.

    So why are we required to have Cats still?

    It forces us to buy more gas by forcing the engine to work harder: It creates resistance in the exhaust, it forces the fuel injection to inject MORE FUEL into the engine in order to “light off” the Cat and keep it warm…

      No they’re not. The rest of the world has been relegated to driving 3-4 wheeled mopeds because their govts tax their gas to $7-10 a gallon.

        Plus, on top of that, we are lazy…. We prefer automatic transmissions that are heavy and waste power, while the rest of the world prefers manual transmissions which are lighter and directly transmit power to the wheels without wasting power…

          I don’t know if that claim is true anymore. I lot of newer automatic transmissions are more efficient than any driver could ever shift a manual transmission. I have a vehicle with a CVT, and that beats a manual transmission in terms of efficiency.

            For all intents a CVT is a manual transmission, but with the benefit of being computer controlled(I think they are great for little cars).

            On the other hand, automatic transmissions suck because they have a power converter in the form of the torque converter which uses hydraulic fluid to transfer power from one shaft to another, resulting in power loss.

            Anytime you have power converted from one form to another you will have losses, basic laws of physics.

      Guest, I don’t want to own armour, but I have no objections to others owning it and I object to taking away their choice,
      Body armour is useless against head shots, land mines, IEDs, dropped lumps of concrete and burning tyres. At what calibre is the vest useless against anyways? Might stop a hand gun but a lapua?

      Didn´t work, thought, despite all the loud boasting about the world´s most technological advanced armament, the system was not able to make such a thing work, not in 1981 and not in 2001 either.

        SDI was never intended to be real. It was a hoax cooked up by Reagan and his Administration to trick the Russians. It worked — Russia panicked and crashed their economy trying to replicate what the US was depicting with those fabricated videos on the nightly news. That is where all the funding went– into making believable simulations of how SDI would work.

        Although not 100% effective,the “Iron Dome” system in Israel works pretty well. The Patriot Missile System deployed during Desert Storm was reasonably effective against the SCUD.

      True, not all gun-outlawing nations are police states. But a lot of the genocides were carried out more easily when the targeted groups lacked guns to defend themselves.
      That being said, body armor is a defensive item. The only offensive use I can think of is making a person more willing to get in a fight because they are protected. Why the armor ban? I don’t agree with a gun ban, but at least I could understand such a ban.

      I don’t feel paranoid. Our Constitution gives me the freedom to chose to protect myself and owning a firearm gives me security and a feeling of self responsibility.       And they still aren’t sure whether he has suffered brain damage. No consequences for those responsible, not in this case, nor in the other mentioned in this article. The trigger-happy cop who shot and killed a teenager in Georgia because he answered the door holding a Nintendo controller in his hand (like hell it was a gun; if it had been a gun, police would have recovered it at the scene) escaped indictment by a second grand jury and was still on paid administrative holiday in July. Even though she has a horrible record as a police officer, had been fired by another district, and never should have been hired to begin with.

        Some of the blame belongs to the grand jury. The game the prosecutors like to play is over charge. They will charge the cop with first degree murder, which obviously it is not. Most grand juries have no idea the power they hold. A grand jury can indict on any charge they choose. Whether or not the prosecutor mentioned it or not. On the one I served on they played this game. Imagine their surprise, when instead of no indictment, they got an indictment for negligent homicide.

    If you don’t have any armor, I would learn how to make your own. There is a plastic called UHMW that can stop a round from an AR 15/AK 47 when it is an inch thick. The plastic is fairly lightweight. It can be cut with a bandsaw or jigsaw with a good blade. The plastic is relatively cheap. Nothing really sticks to the plastic. Wrap it in a some old cotton fabric and apply some spray on truck bed liner for spawl protection. Get plate carriers. Those aren’t illegal yet.

    I travel frequently in different countries and USA believe me or not is the most stressful country to land in. ( I heard Israel is very bad too! )
    Asian and Europe put you at ease. Many USA guys coming to europe are welcomed by agents.

    When a plane land on USA soil , the plane is automatically high jacked by USA governemt force. Alcohol cabinet must be locked until the plane take off. Fines are expensive and the problem is they threat you too which just ad more stress.

    This country is just a pain in the butt for everybody and I have not any pleasure to be in the USA(food suck , hotel, rental car and fuel is expensive, people are stressed and unfriendly, unsafe, Walmart and Shoping malls became a rat place, even computer stores now suck) . I left years ago and I m very happy because I enjoy Total freedom without this f… Stress you have to endure all day long in a police country like the USA. Yes I m not a USA person as you can guess at my bad writing.

      Food sucks? Compared to where??? You must not eat where I do (if I eat out), or know how to cook. There are many, many great places to eat in the US and some wonderful regional cuisine.

      OK you can choose junk like McDonald’s if that’s what you want… but it’s not the only option.

      Right now I’m living in the South (sort of, Virginia that is)…. and although I am originally from the North I’d say that Southern fried just-about-anything (but especially chicken)… is to die for! Mind you, I’m not saying it’ necessarily good for you … but you’d give Michelle fits and you might die happy.

    Body armor doesn’t really do you any good any way. There are weapons out there that go through any armor made like it was paper. Depends mostly on what weapons are used and how illegal the weapons are in the first place. Because most of the weapons that go through armor are probably against someone’s rules.
    What it is doing is employing a lawyer so the poor fool doesn’t starve. The more rules the more lawyers get fed.
    So far we have so many rules that no one really knows what all the rules really are. Ask any bureaucrat anything. You will get ten different answers from 10 different agents.
    That is why we have as many people in jail as we do. They don’t know the rules either. They don’t have the money to hire a good lawyer to get them off.
    Divorce is probably the number one employer of lawyers out there. But corporations hire their fair share.
    Even so we have more lawyers than jobs so some are going to starve.

      “Body armor doesn’t really do you any good any way.” If you mistakenly believe it “doesn’t do YOU any good anyway”, then don’t use it. Hundreds of thousands of cops and soldiers believe otherwise. Just because certain weapons, like nukes, could obliterate you doesn’t mean that body armor isn’t effective against 90% of the weapons most likely to be used against you. That was a way over-broad assertion.

        I phrased that wrong. My apologies. People going against professional cops and soldiers are also going against people that make a living by being very good with the weapons they use. If someone is using body armor, then the only alternative is to shoot them between the mouth and the forehead. I say that because no one is likely to be deadly accurate in a situation like that. Most pistols are likely to shoot a little high.

        Most people also assume that if you have a wall between you and the gun being fired that you are fairly safe. Guns shoot through most drywalls very easily.
        I will not use a weapon. To use a weapon you must be able to kill the person you are using it against. Unless we are in an all out war with someone, I think there are better alternatives out there than firing weapons.
        The biggest mistake that police and cities are making is over kill.
        Instead of informing someone that they are the police at your door and have a warrant, they sneak around and invade people’s homes. That gets them in a whole lot of trouble with the very civil laws they are sworn to protect people with. There is more than one very costly law suit because they did not do their job properly.

    The unelected legislators heading the various government agencies will continue to impose their progressive views and restrictions. The complicit media will continue to push the political correctness agenda indoctrinating new voters to support the Democrats. Immigrants and those benefiting from entitlement programs can be depended on to vote for candidates who promise ever more “free” stuff and view anyone who objects as harsh and selfish. The Supreme Court will be stacked with progressive Constitutional revisionist justices legislating from the bench. The AG will continue to selectively prosecute based on political expediency. Bottom line, unless we get rid of the current Senate majority in 2014 and the Democrat executive branch in 2016 we will probably become a one party country in perpetuity aka a dictatorship.

  • Maybe it’s time to be a “public citizen” and escape while the doors are still open. I know that a lot of the citizens of the USA believe that guns and bullet proof vests are going to save them from their gov’t when the time comes. But they are just fooling themselves. The history and practice of the US military is that it ALWAYS uses overwhelming and asymetric forces against civilians. When the time comes, they will obey and do the same.

    The way the tank turrets are pointed is very important and that brings back to me a true story that an acquaintance of mine once told me around 2005/6.

    He was a USAF captain flying training mission with F-15 or F-16 near Las Vegas. He told me that he saw many isolated and deserted camps triple lined with barb wire fences (one set of fences inside another inside another). What’s interesting is that the barb wire configuration at the top of the fences pointed not outward to keep people out, but inward to . . .

    He also noticed empty railroad tracks that lead directly to these many camps.

    Where is he today? Somewhere in Switzerland last time I talked with him.

    Could that southern fence or fences between USA and Mexico, if it ever gets completed, is meant for the prevention of Yankees going south???

    Like most laws, passing them is the easy part – enforcement is the difficult assignment. This won’t become law, but what if it does? Does this guy really believe people would turn over the vests to LEO’s? Dream on. Like all the gun laws in effect, how many of them do people follow? Guns are bought, sold, and traded among friends with no background checks, no reporting of transfers, and no involvement of government at any point in the process. Government acts – the people react.
